Special Recognition And Reports
Highway 321 Valley Boulevard Construction Update

This brief presentation is planned for each regular Council meeting to provide the public with an update regarding the project activities accomplished in the prior month, those planned for the coming month, and an update regarding current expectations of the overall project timing and completion.
Consent Agenda

- Tax Releases and Refunds
Speaker: Nicole Norman, Finance Officer
Various tax adjustments over time become apparent and present themselves in the form of requests for releases (adjustments) and refunds. One tax release and refund totaling $159.65 has been identified for Council approval.
- Resolution Declaring Surplus Property and Authorizing Disposal
Speaker: Nicole Norman, Finance Officer
Various items that are no longer in use have been identified for disposal including the metal stairway and platform to the former fire and rescue building and the former siren used by fire and rescue. The resolution declares these items surplus and authorizes their sale via electronic auction.
- Budget Ordinance Amendment to Account For Various Items

Consistent with actions approved at previous Council meetings as well as other accumulated items that have occurred thus far during the fiscal year, various related budget ordinance amendments have been prepared.
- Blue Ridge Relay Date of Friday September 11, 2015
Speaker: Jennifer Brown, Parks and Recreation Director
The Blue Ridge Relay Organization would like to once again this year utilize the Blowing Rock pool parking lot and restrooms as a runner exchange zone between the hours of 3:00 p.m. and 9:15 p.m. The group had a low impact on the pool parking lot and restrooms last year and the entire area was kept clean and was well taken care of.
Public Hearings (Council may take action on each item following each respective public hearing)
- Amendment to Land Use Code – Exception for Residences with Accessory Apartments in R-15 and R-MH
Speaker: Kevin Rothrock, Planning Director
A draft ordinance has been prepared to provide an exception to the nonconforming section of the Land Use Code that would allow the expansion of the principle residence on current nonconforming properties only. This amendment would not change the fact that accessory apartments are not allowed in R-15, which is the single-family zoning district. This amendment would only affect those properties with existing accessory apartments that are considered “grandfathered” by the ordinance, and would allow them to improve their principle residence. This amendment would not affect the rental status of nonconforming accessory apartments or anything related to short-term rental activity.
- Amendment to Sign Ordinance – Highway 321 Corridor with Posted Speed Over 35 miles per hour
Speaker: Kevin Rothrock, Planning Director
For the area along Highway 321 with a posted speed limit greater than 35 miles per hour, the Planning Board is recommending that column and ground mounted signs have the same regulations in this corridor with the sign area limited to 60 square feet, sign height to 10 feet, sign structure height to 12 feet, and sign length to 12 feet. These limits are for single tenant signs. For multi-tenant signs in the over 35 mph corridor, the sign area could increase to 65 square feet, sign height to 13 feet, and sign structure height to 14 feet.
