Where do I report a problem involving abandoned/junk cars?

The Department of Planning and Inspections in conjunction with the Police Department work to rid Blowing Rock’s neighborhoods of unsightly or nuisance material. Call to report a problem involving abandoned/junk cars and someone will be sent to investigate.

Accessory Buildings and Structures

What permits do I need to build an accessory building or structure?

An Accessory Building is a building or structure on the same lot as the principal structure and has a character related to that building or is of a nature customarily incidental to or subordinate to that building. (Sheds, detached garages, trash enclosures, etc.)

Permits: Before beginning any construction project please contact the Department of Planning and Inspections. Zoning applications and Building applications are available at the office of Planning and Inspections located in Town Hall. A Building Permit from Planning and Inspections is required for any alterations and repairs to a structure. A Zoning Permit is required prior to the construction and/or installation of any accessory building or structure. Additional permits from the department may be required if electricity or plumbing is to be extended to the structure.

Why is it necessary to post my house numbers?

Firefighters, emergency medical technicans and law enforcement may need to find your home quickly should an emergency occur. It is difficult to find homes and businesses with address numbers that are not properly posted.

Appearance Standards for Commercial Buildings

Where can I find information about Appearance Standards for Commercial Buildings?

The Town of Blowing Rock has certain appearance standards which have been enacted in order to preserve the mountain resort image of the community. The Appearance Standards for Commercial Buildings is a guide which describes roof lines, color, lighting, general landscaping, landscape buffer, sidewalks, utility lines, parking, trash containment, fences/walls, and vacated buildings. Appliance Disposal

How can I dispose of large appliances?

Large disposable items, including appliances, mattresses, televisions, furniture, water heaters, etc. are picked up once a year, usually during May. The Town will schedule the date a month in advance. Do not put appliances out until the week of pickup, or you may be subject to a fine.

Backflow Prevention Devices

Do I need to have backflow prevention devices?

Backflow prevention devices are required for all non-residential occupancies and for all lawn irrigation systems. The Department of Planning and Inspections is responsible for inspecting all backflow prevention devices in buildings. Barking Dogs

How should I deal with Barking Dogs?

It is unlawful for a pet owner to allow a dog to habitually or continuously bark so as to be a nuisance or to disrupt the neighborhood. In many situations, a pet owner is unaware that a problem exists or that the barking is posing a problem for others. If possible, try talking to the neighbor first. If this is not an option, or for a repeated offense, contact the Police Department.

Board of Adjustment

What does the Board of Adjustment do?

The Board of Adjustment conducts public hearings and renders rulings on variances from the Town Code. The Board also hears any appeals to a decision made by the Zoning Administrator. The Board meets only when necessary on the fourth Thursday of the month at 7:30 p.m. at Town Hall.

Board of Commissioners (Town Council)

What are the responsibilities of the Board of Commissioners?

The Blowing Rock Board of Commissioners meet at 5:00 p.m. on the second Tuesday of each month at Blowing Rock Town Hall. The meeting is shown on the Local Access channel at 7:00 p.m. on the Friday following the meeting. The Board of Commissioners is the policy-making body of the Town of Blowing Rock. It is made up of a mayor and five commissioners, all of whom are elected at-large. The Mayor serves a two year term and the Town Commissioners serve four year staggered terms. Filing for office occurs every two years during July with the deadline occurring at noon on the first Friday of August. Candidates file at the Courthouse in Boone with the Watauga Board of Elections 828 265-8061.

Requests to be placed on the agenda and appear before the Town Board of Commissioners must be made in writing to Town Hall on the fourth Monday of the month preceding the next meeting. If a concern is specific in nature and would not be a policy-type issue, citizens are encouraged to contact the appropriate Town department or Town Hall 828 295-5200.

Citizens are encouraged to participate in the various processes of local government and to apply for appointment to serve on the Town's boards and commissions. A list of available positions may be obtained from Town Hall or on our website. Buffers

What do I need to know about buffers?

Buffers are required to be left undisturbed and maintained in a healthy state. If any vegetation within a required buffer dies, it is to be replaced in accordance with ordinance requirements. Periodic inspections are conducted to ensure compliance with these regulations. Removal of or damage to a buffer can result in fines. Building Inspections

What amount does the dollar value of the proposed work have to be before I need a permit?

There is no dollar amount specified when requiring building permits. The NC Administration and Enforcement Requirements Code, section 301.1 reads as follows: “No person may commence or proceed with: (1) The construction, reconstruction, alteration, repair, movement to another site, removal, or demolition of any building; (2) The installation, extension, or general repair of any plumbing system; (3) The installation, extension, or general repair of any heating or cooling system; or (4) The installation, extension, or general repair of any electrical wiring, devices, appliances, or equipment without first securing from the Inspection Department with jurisdiction over the site of the work each permit required by the NC State Building Codes and other State and local law or local ordinance or regulation applicable to the work.” (General Statute 153A-357 and 160A-417)

When does my building permit expire?

A permit expires six (6) months after the date of issuance if the work authorized by the permit has not commenced. The permit also expires if, after commencement, the work is discontinued for a period of twelve (12) months.

What should I know about building permits?

Building regulations and the Minimum Housing Code are administered by the Department of Planning and Inspections. Permits are required for general construction to erect, enlarge, alter, remove, demolish or repair a structure. This includes storage sheds, decks, porches, attic or basement conversion, additions, insulation, commercial construction, signs, and any other substantial additions to a building. Applications can be obtained from the office or can be downloaded from the Helpful Links on this website.

Electrical permits are required for the installation of new electrical service equipment, existing service relocation, and service increases, as well as interior and exterior fixed appliances and equipment connections.
Mechanical permits are required for replacement, repair or alteration of mechanical systems in structures including gas lines, logs, lights, grills, heating, air conditioning, ventilation systems, and propane tanks.
Plumbing permits are required for all plumbing work including water service, drains, water mains, sewage disposal systems, irrigation systems, and related fixtures and appliances.

Bulk Water Use

Do I need a permit to use bulk water?

Bulk water use is closely monitored through a permit system. Contact Town Hall for a permit and hydrant meter for street cleaning or tank filling bulk uses. Also a permit is needed to "blow off" water mains or for flow testing. Unauthorized or non-permitted connection to the Town's water system for use of bulk water is subject to a fine.

Bulky Item Pick-Up

When will the Town pick up bulky items?

Bulky items include lamps, telephones, small hand appliances, clothes, buckets, plastic containers. Place at the curb (yard side) for collection on the same day as your household garbage. Miscellaneous items resulting from cleaning your garage, attic, storage shed, or closet are picked up with your regular garbage. The Town does not pick up construction material debris.

The extent of such Town collection service shall not include major deposits of unwanted or abandoned furniture, appliances or incidentals related to construction projects. The Town picks up items such as these once a year usually during May. The Town will schedule the date a month in advance. May I burn residential or commercial trash?

The burning of residential or commercial trash is prohibited within Town limits by the North Carolina Environmental Management Commission and Town ordinance. Will the Town of Blowing Rock pick up Christmas Trees?

Yes. The Town will start picking up Christmas trees right after New Years, until the end of January. You will need to place the tree at the roadside at the same location you have your garbage picked up. Please do not include it in your regular garbage.

Crime Prevention

Where can I get information and instruction about crime prevention?

Officers are available to give information and instruction on a number of important items pertaining to retail. Some of the issues which are regularly addressed are how to spot and approach potential shoplifters, identifying bad, stolen, or altered checks, counterfeit bills, credit card fraud, and instruction on how to deal with checks that bounce. DARE

What is the DARE program about ?

The Blowing Rock Police Department participates in the DARE program. Classes are taught during the Spring Quarter at the Blowing Rock School. Officers conduct visitation classes in Kindergarten through 4th grade and the core class is taught in the 5th grade. The DARE program teaches about drug prevention, violence, self-esteem, peer pressure, and personal safety. If you have any questions about the program, please contact the Police Department.

How do I report a dead animal on a Town street?

Discolored water

Why is my water sometimes yellow or cloudy?

This is a result of a break in the water line. Dirt and air may enter the water line when repairs are performed. The problem is corrected by flushing the lines.

What should I do if there is any problem with drainage?

Storm drainage systems within Town street right-of-ways are maintained by the Town. Storm drainage systems outside Town street right-of-ways are the responsibility of the property owner.

For public right-of-way maintenance issues and to report clogged, non-functioning or damaged storm drains, contact Town Hall. Do not place grass clippings, leaves, brush, etc. in the street curb/gutter area that would restrict water flow. This will assist in preventing clogged drainage arteries.

Do I have any responsibility for maintaining drainage, storm sewer or backwater easements?

Drainage, Storm Sewer or Backwater Easements

These areas vary in width and are used to convey stormwater runoff from properties upstream to properties downstream. For the exact location and dimensions of a drainage or storm sewer easement on your property, refer to your property survey or the recorded plat for your subdivision. Drainage and storm sewer easement maintenance is the responsibility of the property owner. Maintenance by the homeowner is important, especially keeping larger vegetation cleared so as not to block or hamper the conveyance of storm runoff. Such easements may contain a channel covered in grass, concrete or rip rap; a wetland area; a natural creek; an underground pipe or an undefined "natural" channel. During heavy rains, water will flow outside drainage channels, creeks, easements, etc. and overflow into yards. Fences running perpendicular into these easements are discouraged, as they block the conveyance of storm runoff. If you notice a problem with drainage pipes, contact Town Hall at 828 295-5200.

What does the Fire Department do?

The Blowing Rock Fire Department is located on the corner of Park Avenue and Wallingford Road in the building complex along with the Police Department and Parks and Recreation. Services offered include:

Fire suppression, rescue, and hazardous material services to a 51 square mile area that includes the municipal limits and areas surrounding the Town;
Fire education programs on various aspects of public fire safety that are presented to any group free of charge;
Fire hydrant maintenance for all hydrants located in the fire district.

Fire - Inclement Weather Response

How do the fire trucks get around when the roads get bad?

The fire department keeps an eye on the weather and are prepared with cables and snow chains for the trucks.

Fire - Related Damages

Why are windows broken or holes cut in the roof during a fire?

As a fire burns, it moves upward, then outward. Breaking the windows and/or cutting holes in the roof (called ventilation), slows the damaging outward movement, helps remove blinding smoke and high heat that causes flashover and enables firefighters to fight the fire more efficiently. The result of this action is less damage to the structure in the long run. This procedure also reduces the risk of serious injury to firefighters.

Fire - Response

I burnt a pie in the oven and my alarm system dispatched the fire department. I called the fire department and told them not to come and they still came. Why?

If the fire department is dispatched, we must continue to the scene until cancelled by a fire officer. Even if you call and tell us "it is just a burnt pie", we will continue to the scene routine (no lights and siren) to check everything out and obtain paperwork. There have been incidences where the home owner thought there was no fire and in reality there was smoldering ash or fire in the wall or attic.

Fire - Vehicle Response

Why does the fire department run more than one truck to a fire alarm?

When the fire department is dispatched to a fire call we have a standard procedure to roll trucks in a certain order. The trucks will continue to roll until we determine what type fire we have. If the first arriving truck determines that no further units are needed, they can cancel further response.

The markers attached to our hydrants are reflective and help firefighters locate hydrants quicker in the dark and locate hydrants if we have a deep snow and cannot see the hydrant.

May I open a Fire Hydrant by myself?

No. Town policies require that only town employees operate hydrants and valves on the water system. There are fines for unauthorized operation.

The Blowing Rock Fire Department provides a number of different educational programs for different age groups. Some of the special programs include Fire Prevention Week and Emergency Fest. How can I get a copy of a fire report?

NC GS Chapter 58 Article 7-45 states that the fire department must forward a copy of the call report to the county fire marshal. At the request of any person, the county fire marshal shall provide such person a certified copy of the report.

Flood Zone

Do I need to have flood insurance?

The Town of Blowing Rock Floodplain Ordinance regulates development in flood-prone areas. In addition, the Federal Emergency Management Agency (FEMA) makes specific flood zone determinations for higher risk areas. The purpose of this determination is to designate areas in which flood insurance is required. How big can my For Sale Sign be?

For Sale Signs are allowed on a property for sale and are limited in size to 4 square feet in all zoning districts, with the exception of the General Business District. In this district, 16 square feet is the maximum.

Furniture Disposal

How can I dispose of my furniture, leaves, brush, and other bulky items?

Bulky items include lamps, telephones, small hand appliances, clothes, buckets, plastic containers. Place at the curb (yard side) for collection on the same day as your household garbage. Miscellaneous items resulting from cleaning your garage, attic, storage shed, or closet are picked up with your regular garbage. The Town does not pick up construction material debris. Residents that contract with licensed arborists or tree removal services shall be solely responsible for hauling and disposing of tree trimming and brush. The Town will not haul debris from these activities.

The extent of such Town collection service shall not include major deposits of unwanted or abandoned furniture, appliances or incidentals related to construction projects. The Town picks up items such as these at least once a year. The Town will schedule the date or dates a month in advance. The Town of Blowing Rock provides once a week residential curbside collection. Residential trash is picked up on either Monday or Tuesday depending upon the location of the residence. Hazardous Waste

What items are considered hazardous waste?

Some items are not appropriate for disposal in a sanitary landfill and should not be included in your curbside container. Items like pesticides, herbicides, used motor oil, antifreeze, solvents, thinners, pool chemical containers, etc. are considered "hazardous households wastes." If I have an emergency and need an ambulance, what hospital will I be taken to?

There are two hospitals that serve our area, Blowing Rock Hospital and Watauga Medical Center. It is the patient's choice where he/she will be taken. If the patient is unable to answer the family can express hospital choice. If the patient is unable to answer, and no family is present, EMS personnel will determine the proper location depending on the type of medical condition and location.

What are the requirements for posting house numbers?

Address numbers shall be a minimum of 4 inches with a minimum stroke width of 0.5 inch. These numbers should contrast with their background and shall be placed in a position to be plainly legible and visible from the steet or road fronting the property. Post your numbers so they are large enough to be seen easily from the road. If the building is not clearly visible from the road, post numbers closer to the road near the driveway entrance. Be sure house numbers can be seen at night.

Landfills

How does the Town of Blowing Rock deal with garbage?

Watauga County does operate a landfill, however it cannot support all of the trash that is produced by the Town of Blowing Rock, and other municipalities in the county. The Town of Blowing Rock transfers all garbage to the Watauga County Sanitation Office where some of the garbage is sent to another location.

What services are offered by the Blowing Rock Community Library?

Blowing Rock has a library staffed by Community Club volunteers. The library is located on the corner of Main Street and Park Avenue and is adjacent to Town Hall. The library offers a preschool story time all year round on Monday and Wednesday at 10:30 a.m. During the summer, there is story time for Kindergarten through 5th graders from 1:00 p.m. to 2:00 p.m., Monday through Thursday. All visitors are welcome.

Do I need a license to operate a business?

Yes. To operate a business, trade, profession, calling, occupation, selling or offering for sale of articles, goods or services within the corporate limits of the Town of Blowing Rock, one must obtain a Business/Privilege License from Town Hall. This is an annual tax on the privilege of doing business within the Town's jurisdiction. The Town is not a licensing agency for any trade or profession. What are the mayor's responsibilities?

The Mayor, elected every two years, presides over meetings of the Board of Commissioners, and represents the Town at various civic, business, economic development and inter-governmental functions and ceremonies. Yes. Mechanical permits are required for replacement, repair or alteration of mechanical systems in structures including but not limited to gas lines, logs, lights, grills, and propane tanks and associated piping for flammable liquids, heating, air conditioning, cooling and ventilation systems.

Mobile Homes

Can I place a mobile home wherever I want?

No. The placement of a mobile home is only permitted in the R-MH Zoning district. However, if you have a mobile home on your property, you may replace it with a newer and/or larger unit only if it does not violate or worsen setback restrictions and/or parking. However, it is necessary to get approval from the town. How can I report noise?

The Town of Blowing Rock recognizes that excessive and unnecessary noise endangers the physical and emotional health and welfare of people along with being a public nuisance. Property Taxes

When are property taxes due?

In accordance with North Carolina law, the town levies property (ad valorem) taxes on July 1, the beginning of the town's fiscal year. These taxes are separate from those levied by Watauga County. The taxes are due on September 1, but interest does not accrue until the following January 6. These taxes are based on assessed values as defined by county tax assessors on January 1. To see the Town's current property tax rate, please visit the Town Budget section of the website. The tax rate is based on an estimated total valuation of property for the purposes of taxation of $1,004,200,200 and an estimated collection rate of 97%.

Town Hall is responsible for the collection of all property tax billings and assessments with the exception of Motor Vehicle Tax. This is assessed by your county of residence for citizens of Blowing Rock and collected by the county. The Town’s recreation spaces are open to the public and free of charge. Memorial Park offers a large playground, tennis courts, basketball courts, and sand volleyball. Rescue Squad

What are the responsibilities of the Rescue Squad?

The Blowing Rock Rescue Squad responds to rescue and medical emergencies. The department is an EMT intermediate level service. Emergency transport to nearby hospitals is provided. Watauga Medic is a EMT paramedic level service and is the primary emergency transport provider for the Town.

The Blowing Rock Rescue Squad responds to rescue and EMS emergencies. The Rescue Squad is a EMT intermediate level service. Emergency medical services include emergency transport services to Blowing Rock Hospital and Watauga Medical Center and primary first response services which provide initial patient care prior to an ambulance arrival. How can I change zoning?

If you would like to use your property for a use not allowed in your current zoning district designation, you may be able to apply for a change in zoning which would give you the right for that use. Your change in zoning application is reviewed by the Planning Board for a recommendation before being presented to the Board of Commissioners for approval/disapproval at a Public Hearing. What are Rights-of-Way?

Rights-of way are areas that contain and run along public streets where underground utilities, roadways, sidewalks and private utility facilities are located. Rights-of-way typically include the street and sidewalk areas plus varying amounts of property on the outside of these two areas. Sanitary Sewer Easements

What do I need to know about sanitary sewer or water line easements?

These areas vary between 25 and 40 feet in width and contain one or more underground pipes and above-ground manholes. For the exact location and dimensions of sanitary sewer or water line easements on your property, refer to your property survey. Sanitary sewer and water lines and manholes are maintained by the town. The property contained within the easement will be minimally maintained for access by the town. Property owners who desire a higher quality lawn across sewer easement areas may handle maintenance of the area. In no event may fences or other structures be placed on sanitary sewer or waterline easements. Vegetation is restricted to low groundcovers, and this vegetation is to be maintained by the property owner and shall not restrict access by the town for inspection or maintenance activities. Sewer Blockage

What should I do when a sewage blockage occurs?

When a blockage occurs Monday through Friday 8 a.m. - 5 p.m. (excluding holidays) contact Town Hall 828 295-5200

When a blockage occurs during non-office hours, contact the Police 828 295-5210

The Town will access the system to determine if the blockage is on the Town's side of the sewer line or the homeowner's side of the sewer line. The Town will clear blockages that occur on the Town's side of the sewer line (defined generally as the main sewer line, or the sewer service from the main sewer line to the sewer clean-out pipe). The sewer clean-out is typically a white, vertical, capped, 4" pvc pipe that is located at the edge of the right-of-way and provides direct access to the sewer system. Homeowners are responsible for blockages that occur in the portion of the sewer service located between the sewer clean-out pipe and the dwelling. If there is no sewer clean-out pipe at the edge of the property, the homeowner is responsible for blockages that occur anywhere in the sewer lateral.

What do I need to know about sheds?

An Accessory Building is a building or structure on the same lot as the principal structure and has a character related to that building or is of a nature customarily incidental to or subordinate to that building. (Sheds, detached garages, trash enclosures, etc.)

Permits: Are required before any construction begins. Zoning applications and building applications are available at the office of Planning and Inspections located in Town Hall. A Building Permit from Planning and Inspections is required for any alterations and repairs to a structure or a new structure. A Zoning Permit is required prior to the construction and/or installation of any accessory building or structure.

Short-Term Rentals

Is short-term rental allowed in Town?

Yes. The Town of Blowing Rock does allow for short term rental in certain zoning districts. Short term rental of a dwelling unit is defined as the rental, lease, or use of an attached or detached residential dwelling unit for a duration of less than 28 consecutive days. Yes. The Town of Blowing Rock sign ordinance was adopted to regulate and control signs and their placement throughout the planning jurisdiction of the town. Sign/Exterior Change

May I change the design of an exterior sign?

Snow Removal - Residential Driveways

Who is responsible for clearing snow from the driveways after the Street Department has cleared the main roads?

The homeowner is responsible for clearing their driveway or hiring someone.

Snow Removal - Town Streets

Does Town perform snow and/or ice removal on all town streets?

The Town performs snow and/or ice removal on all town streets. The Town prioritizes Chestnut Drive, Sunset Drive, Echo Park, and Morningside Drive off 221 as the most important streets for snow removal. After snow and/or ice is removed from these locations, all other Town streets are cleared as soon as possible. The Town is also reimbursed by the North Carolina Department of Transportation (NCDOT) for the removal of snow and/or ice from Goforth Road, Wonderland Drive, and the Watauga County portion of Globe Drive. Where is the light located?
It is helpful to have the most detailed location information as possible. You can also count the number of lights between the malfunctioning light and an obvious landmark, such as an intersection or building. Some light locations can be described by the address of the building behind it.

Is the street light completely "out"? Or does the light not operate during the periods of dusk or dawn? Does the light "cycle" between off and on?

The Summer Day Camp registration form will need to be completed and returned to the Parks and Recreation office. The application must include the first week's payment as a deposit. Do I need a fire protection permit for tank removal?

Fire Prevention Inspections are performed on set schedules prescribed by the NC State Building Code and are administered by the Fire Department. Inspections are mandated on existing commercial buildings. Fire protection permits are required for new construction projects including fire alarms, sprinkler systems, fire suppression systems for cooking operations, blasting permits, demolition permits, and tank removal. When are Town Board meetings?

The Blowing Rock Board of Commissioners meets at 6:00 p.m. on the second Tuesday of each month at Blowing Rock Town Hall. The public is urged to attend. The Board of Commissioners is the policy-making body of the Town of Blowing Rock. It is made up of a mayor and five commissioners, all of whom are elected at-large. The Mayor serves a two year term and the Town Commissioners serve four year staggered terms. Filing for office occurs every two years during July with the deadline occurring at noon on the first Friday of August. Candidates file at the Courthouse in Boone with the Watauga Board of Elections 828 265-8061.

Requests to be placed on the agenda and appear before the Town Board of Commissioners must be made in writing to Town Hall on the fourth Monday of the month preceding the next meeting. Do I need a permit to cut down a tree?

Yes. In most cases, any tree over 18” in diameter is protected from removal. However, if a tree is damaged, dead, and/or poses a threat to life or property, that tree may be removed by first obtaining a clearing permit from the Planning Department.

Payments may be drafted from your bank account by completing a Town Bank Draft Authorization Form and returning it with a voided check to Town Hall.

The Town leases land from the National Park Service. The lake is behind the Blowing Rock Waste Water Treatment Plant. The lake holds approximately 45 million gallons of water. The lake is bordered by property owned by the US Park Service and Chetola Resort.

There are four stages which the city identifies in order to identify the severity of the water shortage. A Stage I Shortage occurs when the water level in Blowing Rock reservoir falls 5 feet below full pond and if the National Weather Service predicts less than 50% chance of precipitation within the next two days. During this stage citizens are encouraged to conserve water. A Stage II Shortage occurs when the Blowing Rock reservoir falls 10 feet below full pond. A Stage III Shortage occurs when the Blowing Rock reservoir falls 15 feet below full pond. A Stage IV Shortage occurs when the Blowing Rock reservoir falls 20 feet below full pond. During Stages II - IV it shall become unlawful to use water for specific purposes.

Water cut-off

Should water be cut off at the street when the home is not occupied?

Yes. If you are leaving for a period of 10 days up to 2 weeks you will need to cut the water off at the meter. The towns leak adjustment policy will not allow an adjustment if water was left on at the meter.

Water Meters

What is a water meter for?

Primary water meters are supplied by the Town for residential (and other 3/4" meters) for the cost of the meter deposit. For other larger meters, the Department of Public Works shall make a determination on the type of meter required and the cost is incurred separately by the customer.

Irrigation meters are required for automatic systems used for lawn and landscaping irrigation. This meter measures only the water flowing through the mechanism and does not carry the wastewater charge. Installation of an irrigation meter requires a tap into the Town's water main. No person may cause, suffer, or permit on premises under his control any growth or weeds, grasses, or other plants or bushes that becomes or threatens to become a fire hazard; or a harboring place for rats, mice, snakes, or other vermin; or otherwise poses a danger to public safety.

Where can I post yard sale signs?

Yard Sale Signs may be posted on the property where the sale is going to take place. The sign must be no larger than 4 square feet and cannot be posted for more than three consecutive days at a time.
