Highway 321 Valley Boulevard Construction Update

Senate Bill 667 Ratified
Speaker: Scott Fogleman, Town Manager
Senate bill 667 was ratified July 1, 2016 regarding the timing of municipal elections in the future. This information is being presented for Council information. Copied herein is Section 5 of the bill: It is the intent of the General Assembly to provide for even‑numbered year municipal elections, effective with the 2020 election cycle. The Joint Legislative Elections Oversight Committee shall study the options to implement this change and recommend to the General Assembly any legislation it deems advisable. It shall make a final report before the convening of the 2017 Regular Session of the General Assembly.

- Annual Tax Settlement Report and Order of Tax Collection
Speaker: Nicole Norman, Finance Officer
Consideration of the Tax Collector 2015 Settlement Report and approval of an Order of the Town Council for the collection of 2016 taxes representing revenues for fiscal year 2016-2017.
- Resolution Identifying Town Officials to Make ABC Permit Recommendations
Speaker: Scott Fogleman, Town Manager
In the past, only the Town Manager has been authorized to make ABC Permit Recommendations. At times, this has caused difficulty based on availability of staff to sign related documents. A resolution has been prepared for Council consideration to add the Police Chief and the ABC Officer to the list of designated officials.
- Blowing Rock Chamber of Commerce Event Dates for 2017
Speaker: Scott Fogleman, Town Manager
The Blowing Rock Chamber of Commerce has identified their list of event dates for calendar year 2017 and has requested that Council provide approval. Events include Winterfest, Savor Blowing Rock (formally Blue Ridge Wine & Food Festival), Art in the Park, and the Farmers Market.

- CZ 2016-02 Conditional Rezoning from HMC to CZ-R6M (Former Hospital Property)

Chestnut Development Partners, LLC is requesting a conditional rezoning of the Blowing Rock Hospital and Davant Medical Clinic property from HMC, Hospital Medical Complex to Conditional Zoning - R-6M, Multi-family (CZ-R-6M). The 3.61 acre property is located at 364 and 420 Chestnut Drive. Chestnut Development Partners is proposing to demolish the hospital and clinic and construct 24 condominium units. The property is further identified by Watauga County PIN 2807-96-3492-000.

- Village Foundation Presentation For Concept Approval of Laurel Lane Improvement Project

The Village Foundation of Blowing Rock has developed a plan regarding possible capital improvements on Laurel Lane between Main Street and Wallingford Street. John Aldridge, the Foundation President and Director would like to present the plan renderings to the Town Council for conceptual approval so that the fund raising process can commence. Should sufficient funding be raised for the project, the Foundation would return to the Town with detailed plans for formal approval.
- Downtown Utility Relocation Study Update
Speaker: Doug Chapman, Town Engineer
Options regarding relocation of utility lines (electric, utility, cable) from overhead along Main Street and Sunset Drive in the downtown area have been evaluated by McGill and Associates. A presentation summarizing the evaluation process used and a related cost estimate will be presented.
- Bid Award for Drainage Improvements
Speaker: Doug Chapman, Town Engineer
Four bids were received for this general obligation bond project for nine separate drainage improvement projects (culverts) throughout Town. Staff recommends bid award to M&M Construction of Banner Elk, Inc. in the amount of $112,090, a 10% contingency allocation of $11,209, and an allowance of $5,000 for construction material testing during construction. Including the engineering services for this effort of $17,000, the drainage improvement projects total $145,299. The initial allocation for this bond project category totaled $101,317, which was prior to the addition of a culvert replacement need identified recently on Grassy Knoll Way that was added to this effort. It is recommended that $43,982 of remaining transportation GO bond funding from the Main Street Streetscape project funding be reallocated to this drainage improvement project to fund the total anticipated cost of $145,299.

In deference to all who wish to speak, each speaker will be asked to limit his or her comments to no more than three (3) minutes.
OTHER ACTIONS
In expectation of receiving bids for resurfacing, ditch line repairs, and road failure repairs on Thursday July, 14, 2016, it is recommended that a Special Town Council Meeting be held at Town Hall on Tuesday July 19, 2016 at 6:00 p.m. for Council to consider the bids received for award.
